CARF Survey Report
Strong advocacy efforts and quality services earned Hamilton County Developmental Disabilities Services another three-year accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF).
The review covered everything from accessibility to strategic planning, with a focus on community integration, service coordination and transition services.
“Hamilton County Developmental Disabilities Services (HCDDS) shines as a proactive, rather than just reactive, entity. It leads, instead of lags, among its peers in the field of services and advocacy on behalf of persons with disabilities,” the final accreditation report states.
“The organization cares deeply about the persons it serves, and its staff members are on a constant quest for more effective services with ever higher levels of excellence.”
Surveyors cited the format of representing the rights of people with disabilities and Leaders in Action, an advocacy team composed of people with disabilities and an agenda of inclusion, as two examples of exemplary conformance to CARF standards.
“It’s especially noteworthy that our recent CARF survey resulted in two exemplary designations for our agency’s attention to advocacy and rights,” said Superintendent Alice Pavey. “Focusing on what is best for people served and listening to them is what those of us who support them are doing every day, and we are grateful that the surveyors recognized that focus.”
The report also noted that as federal guidelines change how services and supports can be provided by county boards in the future, Hamilton County DD Services is recognized for its focus on inclusion and community integration. The agency also was commended for its “dedicated, passionate, well-experienced staff members” and “forward-thinking departmental leadership.”

Recommendations outlined in the report
- Annual review of transportation contract regarding specific needs for services
- Formal assessment and annual review of contracted personnel
- Include physician’s phone number on individuals’ prescription medication record
Other suggestions outlined in the report
- Expand employment assessment to include how a person’s disability affects productivity
- Complete conversion to electronic data management system
- Compile important and relevant information for ongoing evaluation of specific programs
- Update risk management plan as soon as new issues are discovered instead of at annual review
- Pursue accreditation for services provided to older adult population
